About Trusted Data Transaction

The Trusted Data Transaction pre-standardization workshop program is a collaborative normative initiative conducted under the umbrella of the European Committee for Standardization (CEN), that focuses on the definition of key concepts and mechanisms of data transactions with the goal of identifying criteria that baseline how to create trust. The EU Commission has published a Standardization Request for a harmonized European Standard (hEN) on Trusted Data Transaction, a key component of the EU Trusted Data Framework.

The Trusted Data Transaction workshop program aims at accelerating the emergence of data exchange standards, and contributing to the development of trusted and interoperable data exchange ecosystems.

Co-proposers of the Trusted Data Transaction pre-standardization workshop program are German applied research organization Fraunhofer ISST, Dutch applied research organization TNO, and French data exchange tech company Dawex. Joined by a group of experts and practitioners from the corporate world, research organizations and academia.

Towards a harmonized Standard on Trusted Data Transaction

July 1, 2025 - Announcement of the Commission implementing decision on a standardisation request to the European standardisation organisations as regards a European Trusted Data Framework

Trusted Data Transaction pre-standardization workshop proved pivotal, directly shaping the European Trusted Data Framework—a top-three priority in the EU's 2024 standardization work programme.

Related to the European Trusted Data Framework, the European Commission has published a Standardization Request, including one request to CEN-CENELEC for a harmonized European Standard (hEN) on Trusted Data Transaction, linked to the article 33 of the European Data Act. The standard is currently worked out within the CEN JTC 25 Working Group 2, leveraging the work done in the CWA Part 1 and 2.

Announcement of the publication of the CEN Workshop Agreement Part 2

July 22, 2025 - The CEN just released the part 2 of the CEN Workshop Agreement on Trusted Data Transaction. This new document defines the trustworthiness requirements for trusted data transactions, through a set of foundational principles, general trustworthiness requirements that apply to all phases of a transaction and specific trustworthiness requirements for each individual phase.

Meet the Co-Proposers

The Trusted Data Transaction pre-standardization workshop program is co-proposed by German applied research organization Fraunhofer ISST, Dutch applied research organization TNO, and French data exchange tech company Dawex.

Recognized experts, these three organizations entered into an agreement to offer a CEN pre-standardization workshop program whose scope is to identify attribute-based criteria for the decision-making grid which will define how to create trust in a data transaction.
